尽管金融部门的领导,建立不同层次的安全意识和风险意识,但他们还没有形成一个合理的信息安全政策,以引导全球信息安全管理工作,导致系统故障,数据丢失和其他安全风险篡改事件时有发生。同时,在金融应用的增加,在应用系统中的各种问题的市民也大幅增加,由于缺乏标准化的管理信息系统,导致所需资源仅停留在“有求必应”的状态,使得信息系统服务质量不高,加上缺乏系统的预警机制,跟踪和监控,有没有治疗的问题,引起的相关问题,重复的IT资源,不仅浪费了大量的资源,而且还影响到财务工作的效率。
 
 
(三)建立IT管理控制机制的必要性
 
 
ðIT资源,促进市级财政改革,本身已经成为一个潜在的威胁。 “金财工程”不仅是技术问题,也有相关的策略,流程,以及许多其他的管理问题,这主要是由于没有“金财工程”一体化战略,对信息技术的高度没有管理控制与IT战略制度安排,而无需使用先进的管理理念的IT资源的合理分配。最后一句话,“金财工程”建设的IT资源的管理控制机制缺失。

作为“金财工程”建设的IT资源管理控制机制,信息技术的发展,以解决我们的财政问题提供一条出路是没有效率的,具有一定的现实意义。然而,由于IT资源的管理控制问题在金融领域的应用尚处于探索阶段,这种控制机制,建立IT管理仅仅是一个初步的研究,再加上管理控制机制是一个庞大而复杂的系统工程,将它应用到“金彩作品”在实践中,这是不可能在短期内实现,但中国的金融业继续在实践中加以改进和完善。
